We mean entire iconset for every part of the rom, sistem etc themed
Yep, everything from the settings icons/toggles and colors to toolbars, quick settings, notifications, etc. Basically lets you theme all the things.
The only thing I can't manage to get themed in the icon packs in CM11 is the app drawer icon for some reason.

with nova you can choose whatever icon you want, aswell as mixing iconsets of +Phlash Tha without problem.
